Brief account of the working of the Forum since its establis

1995:
The forum conducted several literacy programs in four towns and villages. Organized by the Additional Chief Judicial Magistrate the forum conducted drive for awareness of consumers at grass root level. 

1996:
Initiated free Legal Advise for the consumers. A cell set up to deal with consumer related issues. It dealt with 15 cases in the very first year, providing them legal aid and 8cases solved at the primary stage. Took part in the literacy drive in three towns and four rural areas. 

1997:
Amicable solution provided in the 14 consumer related cases. Legal advice provided to 18 cases.
Organized Consumer Awareness and Literacy camps. Participated in the monthly Literacy camps of the Additional Chief Judicial Magistrate and introduced the laws and procedures. Participated in Orientation program of the Health and family welfare ministry of India on Food Safety and Quality. Undertook a training program in the Meera Kanya College,Sangria and students given a lecture on Food safety and Quality. 

1998:
Organized a camp in Meera Kanya College and exhibited various methods of detecting adulterated foods. 150 women and 50men participated in the camp.Organized a camp in the rural area on Consumer Protection Act. Organized an exhibition on awareness of consumer rights and study material distributed.Organized a Grievance Camp in the rural area and advised and aided the rural people on the grievances of the farmers who sell their grains through middle men. 

Concept:
Attempt was made to bring government officials of various department and public together to provide an amicable solution to the latters problems. A dialogue organized among them to provide a platform for the general public to put up their grievances before the concerned departments and seek their aid and advice. Under this innovative scheme dialogue started with the under mentioned departments:
Organized a dialogue between the Telephone and Telecom department and consumers as many complaints were received concerning this department.Organized a meeting with the IMA Sangria branch to deal with problems created due to the indifferent attitude of the doctors to the patients.
A group formed to study the local market for adulteration of soft drinks. Subsequently bottles of Limca and Thumps Up brand sampled and found to be carrying fungus. Samples of the bottles seized. 

1999:
Various seminar exhibitions and training programs were organized in the year 1999.In the camps organized by the ACJM Sangria, the rural population was given information regarding consumer protection laws and acts, and literature was distributed among them.
A camp organized at the local oil Industry and workers, upgraded about laws and acts and literature distributed amongst them.Similar camp organized at Home Science College G.V. and for local people at the court campus. 

2000:
In the year 2000 the following camps were organized:A camp in ND Public school where the consumers from various walks of life were informed about their rights and laws.Similar if a camp was organized in the rural Sangria and Girls Senior Secondary School G.V. Similarly 6 camps were organized locally as well as in the rural areas thus benefiting a large number of consumers.
In this special work and attention was given to the opening of Swami Keshwanand Library.
The society invited and entertained the local grievances and solved them by starting a column in its monthly paper.

Active work by the Society: - 
With the special efforts of the President of the society, District Consumer Protection Council was established at Hanumangarh, after repeated communication with the state government, for which he was, made the Honorary member. Taking active part in the meetings the following points were effectively put before the Council. 
The post of Food Inspector lying vacant and selling of adulterated food products. 
Workers of PHC sent on deputation, resulting in harassed patients. 
Exploitation by private bus owners as rate not fixed. 
Kerosene distributed to commercial centers resulting in its wastage.

In May 98 RSEB without any prior notice charged the consumers with four years surcharge. As no solution was provided, the society under the leadership of the President staged a peaceful dharna and forced the concerned officials to work for its solution. 
Repeated loadshedding without any prior notice by the RSEB, a notice was given to the concerned department. 
Suratgarh-Sangria-Hanumangarh-Bhatinda of Bikaner zone Northern Railways was not connected to New Delhi by rail (though it was broadguaged in the primary stage) since 1994 when the services were abruptly stopped. Repeated communication with the concerned railway department led to no solution. As a last resort the society alongwith the general public started a peaceful campaign for the restoration of the rail services. As a result the officials added two reserved and one ordinary coach for the local people. Starting of a new train in the area is now under consideration. 
Thus the society under the able leadership of its president has opened now horizons and is working for the betterment and upliftment of the general public. Working at the grass root level and facing many challenges, the society stands dedicated to this area. 

 

Special Mention of Two Areas and work done. 
In edible colors and flavors used in sweets. It has been found that on the occasion of festivals, the sweets made by the shops, use inedible colors and flavors which can lead to cancer of various body parts. Many publications have been printing articles bringing out the effect of these toxic substances. 
After a study of the local market a letter, strongly opposing the use of toxic colors, was written to the President of Mithai Vikreta Sangh asking them to abstain from using the above said inedible colors.

A representation was also made to the District Collector and CMHO Hanumangarh. 
Suggestions about pending of revenue cases in Revenue courts Honble Revenue Board of Rajasthan had released a circular to all revenue courts officers and concerning persons, for giving direction to reduce pending of revenue cases in courts. Honble revenue board also disclosed this fact that 2,70,000 cases are pending in the revenue courts in Rajasthan. Since it is a very serious matter as our constitution mentions in Directive Principles of state policy that State shall ensure that the operation of legal system to promote justice on a basis of equal opportunity and shall in particular provide free legal system to promote justice, on basis of equal opportunity and shall, in particular, provide free legal aid by suitable legislative or schemes or in any other way to ensure that opportunity for securing justice is not denied to any citizen by reason of economic or other disabilities (Article 39 A) and it is also settled law that delayed justice, is not justice.

Honble revenue board took serious and positive step for sorting out this problem but the matter is completely related to legislature so the Samiti has observed the points which are mentioned below:

  • Since in present system administrative and revenue power rests in the same presiding officer the administrative officer is already overloaded with various types of duties like: An administrative officer is also an election officer.
  • An administrative officer is also incharge of preventive action in health programs like pulse polio.
  • An administrative officer is also incharge of literacy program.
  • An administrative officer is also incharge of state programs which are implemented for citizens.
  • Since citizens are also vigilant about their rights, social system and administrative problems, they refer to presiding officer.
  • Regular visits by the local MLA, MP to their constituencies, demand the administrative officers full attention.
  • Under these circumstances it is not judicious, to expect the Presiding Officer to work efficiently.
  • Since Presiding Officers are from state administrative services and with their qualifications it is not expected from them to have good knowledge of civil procedure code and other relative laws. Hence it becomes difficult for him in speedily disposing the cases.

Special Mention of the Correspondence (local Issues)
Besides the above mentioned works and camps, which the society had been successfully managing, active concern was also shown for the various local issues that have been time and again, proved to be a hindrance in the development of this small township.

As development took place in Sangria, the cases of encroachment have been on the rise. Encroachment can be seen in residential colonies as well as the main market and bus stand areas. This issue was time and again kept before the Nagar Palika through written notices. 
The Telephone and Telecom department while laying the cables had dug up the road which resulted in potholes, leading to accidents. Since no repair work was carried out, the Nagar Palika Chairman was given written notice.

The Local temples have been using Public Address system to play cassette of devotional music in the morning thus leading to disturbances in the studies of the students. A written petition was made to Nagar Palika to ask the temples to refrain. 
Public Interest litigation was filed by the society for repair and maintenance of the road, from Udham Singh chowk to Haryana check post. This road has been lying in total neglect and disrepair since the last 3-4years. It has now become absolutely unpassable. During the rainy seasons it resemblance a small river, leading to many accidents as ruts and potholes are hardly visible. This road is the busiest road as it is the only one going out of Sangria to Haryana.

Celebrating World Consumer Day 
15th March, the World Consumer Day is celebrated by the society, with organization of exhibitions, debates and seminars.
In the year 1998 the society celebrated the World Consumer Day by holding a seminar on the District level, which did 150 consumers attend. The Chief Guest was Mr. Shrinath Singh Sekho DSP Police Hanumangarh and Mrs. Sushila Hissariya member District forum. People from different works of life addressed the meeting.

In the year 2000 the Chief Guest for the function was Honble Shri Lalit Mehra Collector Hanumangarh, Mr. Dhanraj Gupta President District Consumer Protection Hanumangarh presided over the function. Sushila Hissariya, Pushpa Nahata, SDM Sangria Sh. Hanuman Singh Shekhawat, and Chairman Nagar Palika Sh. Hemraj Godara also addressed the program.

In the year 2001 the society again had the honor of hosting the celebrations on World Consumer Day at the District level. On this occasion the Chief Guest was the Honble Collector Sh. J.P.Chandelia, who laid stress on educated and informing the consumers. Sh. Dhanraj Gupta President of the District Consumer Protection also addressed the society. An exhibition was organized by the society, which was viewed by the local people in large numbers. 

2001:

Samiti for the year 2001 undertook to educate empower and create awareness among the consumers by holding seminars, exhibitions and workshops.

On 26th Jan 2001 Samiti participated in the legal Literacy Camp organized by the ACJM Sangaria in Chak Pratap Nagar.

On the 15th March 2001 World Consumer Day was celebrated on district level in the presence of the District Collector and President of the District forum Consumer Protection, in which various issues of Consumer interest were discussed upon.

On 16th March, 28th March, 9th April, 18th May, 13in June, 19th July, 26th Sept, 11th Oct, 20th Oct, 9th Nov, 22nd Dec participated in the various programmes of legal literacy camps in rural Sangaria, In these camps written material, information and various consumer related problems were distributed and analysed.

On 1st Dec 2001 in continuation with the tradition of holding a debate programme an Inter-college Debate was organised, the topic chosen for discussion the time was "Consumerist Culture, Dangerous for Global Environment."

A seminar was organised at the district Head quarters in co-ordination with the Food & Supply Dept. Guests were District Collector Sh. J.P. Chandelia and S.P. Sh. Meghraj Meena, In this programme various consumer related issues like MRT act and Consumers, its history anti food adulteration act and consumer education and awareness were discussed and analysed.

Various complaints rederessed and free legal aid extended to the needy.

Publication of the Agrim Upbhokta in which news items, articles and consumer related problems published with the view to create and generate consumers awareness.

Samiti has worked alongside different NGO's like the Medicare Relief society to start a medical store to make available to the patients medicines at lower prices than the market.

Actively participated in the programmes of District Consumer Protection Council.

Participated in a conference in Jaipur called by the Chief Minister on 15th March 2001 on how to conserve and save water. During the drought conditions in the state samiti along with district administration held awareness drive to stop wastage of water.

2002:

Giving pace to the work of creating consumer awareness at the grass root level samiti participated in the various legal literacy camps organized by ACJM Sangaria in the rural area literature concerning various consumer laws and acts were distributed. Monthly newspaper Agrim Upbhokta continued its publication and its crusade for an aware consumer.

In the year 2002 Samiti undertook to include all the sections of the society by organizing various programmes of interest for various gender age groups.

Samiti started the year by holding a Small Workshop and poster painting competition for school kids at the micro level. In the Workshop various eco-friendly techniques were demonstrated. Poster making topic was environment pollution. thus an effort was made to educate children on using environment friendly attitude role of children as consumers. Effects of plastics on environment Adverse effects of advertisement on children were discussed.

Rajasthan Govt. had started a camping for solving the problems of underprivileged. The name given was "Administration towards the towns and villages" Under the programme camps were organised in the various villages and in the different municipality wards of the towns. The samiti helped the administration by identifying the problems and seeking their solution. It involved in its programme the elected representative, officer of govt. dept., citizens etc. and daily organised, discussion which was video recorded and later shown on cable network for effectiveness this programme was carried through for a whole month from 25th Jan. to 27th Feb.

This year World Consumer Day 15th March 2002 was celebrated by holding a two days training and workshop for women, on 14th and 15th March. In this programme state minister for transport and garage, Sh. K.C. Bhishnoi, ADM (Development) Chandershekar Mutha, Zila Manch Consumer Protection Hanumangarh Dhanraj Gupta graced the occasion.

In the programme various colleges and housewife participated in large numbers. Through simple processes the participants were trained to detect adulteration in the various food items. They were given information of consumer rights, How and where and when to complain.

The samiti achieved a landmark of sorts in consumer education by launching its own website, which was dedicated by Sh. Chandershekar Mutha ADM www.uss_sangaria.org. achievment desired by all but achieved by few.

Samiti continued its crusade against the various complaints of various departments like electricity Board, Communications, Banking, Railways post office etc.

Another feather in the cap for the samiti was the construction of the main Road (Udham Singh Chowk to Haryana Barrier) for which it was fighting a long drawn battle.

Along with providing protection to the consumer, Samiti gave a new mantra for citizen rights and duties i.e. Zero Corruption Environment, Samiti felt that in todays context , when the society is gripped by avarice and corrupt officials, consumer awareness does not get an impetus if the society is corruption ridden. A public meeting was organized and the Chief Guest was former CBI director Sh. Joginder Singh, member of Interpol. A large turn out was appraised of how to meet corruption head on and try to achieve a Zero corruption society.

Centre for Disaster Management the HCM Rajasthan state Institute of public administration entrusted the samiti to organize, train and help people at times of natural calamity.

Continuing with its tradition of holding a debate programme in Dec. the topic chosen this time was "Govts Disinvestment Policy for National Benefit" samiti added a new dimension by holding a test of general knowledge on consumer affairs, which it pledges to hold every year.

The samiti thus pledged itself for not only creating awareness for consumers but also for an all round improvement the quality of life for everyone.
